This chapter examines the developments that have been crucial in influencing the evolution of large housing estates in European cities. It identifies the underlying factors that contribute to the nature of these estates and their problems, which affect the governance and policy issues they present. The findings reveal that while there are common strands in relation to the post-war mass-housing estates in different countries, and there are common problems associated with scale and building form and the management of estates, there are also some important differences.
