From government fragmentation to local governance: welfare reforms and lost opportunities in Italy
This chapter looks at the impact of new forms of local governance that are emerging in Italy, as a result of welfare reforms that occurred from 1990 to 2004. The chapter is particularly concerned with activation policies, which are policies aimed at fighting the social exclusion of people. It shows that these policies have been chosen because they represent a seemingly innovative attempt in Europe to institutionalise the new participatory practices. These practices are shown to require multiple actors at the local level. The chapter is able to determine that the definition of activation is vague, since it covers rather heterogeneous policies and is different across countries.
