This chapter explores the national indicators that attempt to measure performance in cohesion interventions. It engages with the literature on performance management, social identity, and ‘place’, with the purpose of evaluating its impact on community-cohesion performance-management arrangements. In addition, the nature of the performance indicators (PIs) that have been utilised by government is investigated, and thus the rationale and assumptions underpinning approaches to community cohesion are traced. It is clear that many PIs rely on snapshot perceptual and attitudinal responses from participants, within a framework where there is a conceptual reliance on ambiguous terms such as ‘background’ and ‘belonging’. It is noted that indicators and datasets on community cohesion have tended to concentrate on rather vague concepts, such as ‘neighbourhood’, ‘community’, and ‘sense of belonging’, and the perception of citizens at particular points in time.
