This chapter sums up and reflects on the key themes discussed in the book. Its purpose has been to contribute to the re-connection of housing to comparative welfare state scholarship and to provide a narrative account of the development of the home-owning society in the UK. Council housing by contrast grew in parallel with homeownership but entered a phase of terminal decline in the late 1970s. The chapter reflects on the theme of the relationship between housing and welfare states, and finishes with a discussion of the nature and significance of asset-based welfare.
