Chapter 1 describes and examines the pre-market era in ‘social services’: the Victorian interventions and their ongoing influence; the post-1945 era in which state provision was shaped by the 1948 National Assistance Act; and the brief ascendancy of state-run provision in the wake of the 1968 Seebohm Report and the 1970 Local Authority Social Services Act.
