This chapter examines the various indicator sets and their adequacy in light of this study's analysis. It addresses the difficulties encountered in the course of the investigation, concerned respectively with modelling and measurement. It explains that private sector actors gather data of their own, both about their internal operations and about the wider-socio-economic environment in which they operate, and they do this as an integral part of their knowledge management systems. It notes that the indicators generated by the street level innovators merit attention alongside those to be found in official sources.
