This chapter takes up the thread of public sector interest in personal data, considering the reasons behind its appeal. It explains that imperatives on the public sector to use personal information are increasing, most notably from the government's modernisation agenda. It notes that risk management is key to this — some of the most developed uses of techniques such as data sharing and matching are associated with initiatives that measure risk to prevent or manage various social ills such as abuse, fraud, and other crime. It recommends several reforms, from the expansion of the use of Caldicott Guardians to increasing sanctions for the violation of data protection principles.
