This chapter looks at the findings taken from a study in 2001–02 about the not-for-profit social service organisations in the city of Hamilton. The chapter begins by describing the changes that occurred during New Zealand's transition from a welfare state to a market-led user-pays economy. It then presents an overview of the research conducted by not-for-profit social service agencies in Hamilton, New Zealand, and in Tampa, Florida. It considers the changes that have occurred in the philosophies and structure of these agencies, as well as their move to professionalisation and managerialism. Finally the concept of the ‘deserving poor’ is discussed.
