This chapter discusses the dispersal policies in the UK, beginning with the long view of immigration to Britain. It considers and evaluates the earlier policies in order that the evolution of policy can be understood and contemporary policy seen in its full context. It also looks at the previous and present dispersal of refugees, and provides a continuing commentary on dispersal. The Home Office internal review of 2001 is also studied.
