Richardson and Smith Bendell draw on ongoing research into planning decisions on Gypsy and Traveller sites. The chapter outlines the current shortage in accommodation for Gypsies and Travellers, the legislation and policy that was introduced in 2004 to attempt to address the issue, the impact that has had, and the changes for strategic planning for sites under the Localism Act and the new National Planning Policy Framework. The chapter explores the potential for the community to play an active role in site delivery and it uses a theoretical framework of power and control to explain the challenges of planning for sites in contested space.
