This chapter examines the broader implications of personalisation for the relationship between the state and citizens, probing its claims to be the basis for a ‘new social contract’. Rejecting a binary distinction between citizens and consumers, it considers the problematic nature of the ‘personal’, and different ways in which the personal may be framed and appropriated within a personalisation narrative – as well as how the personal links to the ‘social’. The chapter considers the sorts of ‘persons’ who are constructed through personalisation, and the emphasis on behaviour change and responsibilisation that is implicit in the narrative. It highlights day centre closures as a site in which the tensions between the personal and the social take paradigmatic form.
