This chapter presents a case study that records the change ‘overnight’ of one of the country's most-improved Trusts (University Hospital of North Staffordshire NHS Trust) from ‘hero to zero’ — in the context of local health economy dis-integration and then disintegration. The case study is written from a personal perspective of a former Chair of this Trust. It demonstrates how the contradictions of national policy vitiated New Labour's health strategy and wasted money, illustrated by an approach of ‘making it up as we go along’ on the NHS.
