This chapter investigates the risks that social insurance has mostly left out: disability, caring for disabled people and lone parenthood. Disability refers to an impairment that may or may not prevent a person from working. Four changes have occurred in social policy's response to disability since the 1970s. In the benefit system, three strands in the provision of income transfers were developed: firstly, benefits that sought to compensate disabled people for the ‘extra costs’ that arose from their disability; secondly, benefits that replaced earnings as a source of income for those who were not in work; and, finally, in-work benefits that supplemented earnings that were constrained by disability. Furthermore, the chapter explores how being employed and having a disability affects Mr Meade and Mr Lowe. The level of benefits for lone parents has increased since the late 1990s and in-work incentives have greatly improved.
