This chapter stresses some of the key points that were discussed in the previous chapters of this book. The first is to emphasize the need to view the RTB as a self-contained entity. One should also consider what the Conservatives intended to do with the RTB and how it fitted into their world view. The second point is the need to reiterate the impact the RTB actually had. Finally, the chapter states that the RTB was one of the most explicitly ideological of policies, both in terms of its promotion of owner occupation and the running down of social housing.
