Policing is a complex matter which is highly contingent on context and culture and is also accident prone. Leadership is of the essence in policing, at all levels, but is rarely studied. It remains a chronically fuzzy concept. The concept of leadership, its meaning in policing and how officers reach the top in policing is closely linked to issues of command, competences and accountability. This raises a number of questions: Who are the leaders in the two societies under consideration and how do they make it to the top?; What forms of police education for leaders are apt in the context of the current changes? And; how does more experiential education to prepare officers for top functions fit into the equation?
