What is policing? What are its functions, powers and responsibilities? What does it do in practice? And to whom is it accountable? Interwoven with these perennial issues are four themes. Firstly, that policing is in a period of rapid change with unforeseen consequences; secondly, what is driving that change generally but particularly in the two societies that are being compared–the UK and The Netherlands?; what is inhibiting that change; and finally, what are the implications of this for policing and police leadership?
