YEPP is both a national and international innovation that began in six European countries – Belgium, Bosnia and Herzegovina, Finland, Germany, The Republic of Ireland and Italy. It works in ‘Local Programme Sites’ that are urban and rural communities where substantial social and economic problems are impacting on the prospects of young people and where there are already targeted but fragmented initiatives that would benefit from comprehensive and joint strategies. YEPP works through Local Support Groups that prioritise community goals, achieving them by implementing YEPP's concept of change. YEPP was created by a group of foundations and implemented and evaluated in partnership with the International Academy for Innovative Pedagogy, Psychology and Economics (INA gGmbH) at the Free University of Berlin and the Centre for Educational Research and Innovation (CERI) of the OECD through a ‘steering committee’. YEPP was evaluated broadly in the public, private and independent sectors using Stufflebeam's Context, Input, Process, Product (CIPP) framework across policy makers (mandating level), those planning strategies to implement policies (strategic level), and those working on the ground at operational and field levels through an on-going action research based internal evaluation and an external evaluation conducted by the OECD.
