Chapter Two sets out to discuss the rise of a risk agenda within criminal justice, and the politicization of law and order. Clift refers to the influence of the media being responsible for this, due to the consciousness surrounding mentally ill offenders. The efficacy of policies to deal with ‘dangerous offenders’ such as Multi Agency Public Protection Arrangements (MAPPA) are looked at, including their shortcomings. Conceptualising risk within certain frameworks for the assessment, management and sentencing of perceived dangerous offenders, such as Indeterminate Public Protection Sentences are also discussed.
