Taking forward the introduction provided in Chapter 7, this chapter looks at how communities build capacity (to engage in planning), perhaps through co-opting others to parish councils or by building alliances with neighbouring parish councils. It paints a picture of parish councils as being isolated by their narrow focus and by their limited outreach.
